4. Free Cash Certification update: Town Administrator - Finance Department continues working to get policies and procedures back in place. Free cash has been certified with a variance, account balancing has started on a daily basis. Going forward, town is comfortable with the new steps and oversight that has been put in place. Some of the issue has been calculations, some has been software related issues, but town still working to identify all issues. John Allam noted that the Auditors did not comment on any of these issues. Denis states that everything is on the right track.
Budget update: Departments asked to level fund with the exception of contractual increases. No current contract talks. Local receipts and collections, permit fees and positive increases from revenue in line with expectations. May utilize free cash to balance the budget. Next year may be able to look at funding stabilization and pension fund.

5. Emergency Snow and Ice Funding – Town Administrator noted spending is not over budget noted February can be a high cost month due to snow and ice noting there may be an increased in the budget.

6. March 2018 Special Town Meeting Warrant Discussion: Article 1 Medical Marijuana and Article 2 Marijuana Cultivator. Marijuana Establishment. Articles if approved will not allow delivery to consumers and will not allow retail sales, but will allow cultivation as defined in the Warrant Article. Motion to recommend JF, KG, 1 abstention. 5-0 recommended.
